A productive and engaging morning at the GMOA office on 23rd February 2026.

We were honoured to welcome Maritime Union of India (MUI) representatives Capt. Savio Ramos (General Secretary) and Mr. Dores Colaco, who were warmly received by our members with a bouquet and heartfelt appreciation.

The visit focused on strengthening ties between GMOA and MUI, while creating an open platform to discuss key concerns faced by our officers, both in person and through online submissions. Important topics such as MUI app payment issues, CBA wage increments, provident fund proposals for foreign-going officers, corruption concerns in Indian ports, dark fleet matters, medical facilities, STCW refresher courses in Goa, Certificate of Equivalence issues, and greater collaboration between GMOA and MUI were discussed in detail.

A memorandum highlighting crucial issues was formally handed over to Capt. Savio Ramos to be addressed and presented at the upcoming MUI Board Meeting.

The meeting concluded on a positive note with meaningful discussions, assurance of follow-ups, and a reaffirmation of the special bond between MUI and GMOA.

We sincerely appreciate Capt. Savio Ramos for taking the initiative to visit and interact directly with our members. Together, we move forward stronger and more united for the welfare of our seafarers. ⚓

GMOA Welcomes Capt. Nelson Dias, Fleet Manager – Audit, Dockendale Ship Management

A meaningful and encouraging visit by Capt Nelson Dias (Fleet manager -Audit) at the GMOA office on 03rd February 2026.

We were honoured to welcome Capt. Nelson Dias (Fleet Manager, Audit) of Dockendale Ship Management, who was warmly received by the GMOA Committee Members. Greetings were exchanged, flowers were presented by 3/E Mr. Heston Dias, and a GMOA memento was presented by Capt. Saude Cardozo as a token of appreciation.

During the interaction, Capt. Nelson Dias was briefed on GMOA’s various initiatives, with special focus on our Student Awareness Programmes and activities dedicated to guiding Goan youth towards promising careers in the maritime sector.

Capt. Nelson expressed sincere appreciation for the work undertaken by GMOA and shared that Dockendale Ship Management is keen to support aspiring Goan students in shipping. He highlighted the company’s openness to sponsoring students, covering the journey from sponsorship through to training.

He also assured that the details of the meeting would be conveyed to the senior management of Dockendale Ship Management and reaffirmed his commitment to strengthening the relationship with GMOA.

Together, we continue building stronger pathways for the next generation of seafarers. ⚓

An enlightening awareness session on a promising and rewarding career opportunities in the maritime sector was conducted for our students by the Goa Maritime Officers Association. This esteemed professional body comprises of highly qualified and experienced maritime experts, including Captains, Chief Engineers, Technical Superintendents, Marine Inspectors, and Junior Officers.

Students of Classes 8, 9, and 10 engaged in an enriching and interactive exchange with distinguished speakers — Mr. Roque Vaz (Chief Engineer and our proud alumnus), Mr. Edwin D’Costa (Second Engineer), Mr. Clive D’Costa (Chief Engineer), and Mr. Patson Clemente (Chief Engineer).

We convey our sincere gratitude to these eminent professionals for graciously approaching our institution and dedicating their time to inspire and guide our students towards exploring the vast horizons of maritime careers.

Today, our team had the privilege of conducting an interactive awareness program on “How to Join the Merchant Navy” for the enthusiastic 10th-grade students of St. Joseph High School, Aquem.

It was truly rewarding to see the students deeply engaged in the presentation, actively participating, and asking insightful questions about career opportunities in the Merchant Navy. Their curiosity and eagerness to learn made the session even more impactful.

A heartfelt thank you to the *management of St. Joseph High School* for giving us this wonderful opportunity to connect with young minds. We hope our session provided clarity, inspiration, and the necessary guidance to help these bright students make informed career choices.

VISION

The vision of the Goa Maritime Officers Association is to foster a community of strong, capable, and dedicated leaders who uphold the highest standards of excellence, integrity, and service in the Maritime field. Through professional development, mentorship, and networking opportunities, we strive to empower Marine officers to make a lasting impact in their respective fields and the nation. Together, we aim to cultivate a legacy of leadership and camaraderie that will inspire future generations of Marine officers.

OBJECTIVES

The main objective of the GMOA is to unite and to shift the focus from self-interest to the contribution towards the welfare of the Maritime community and society in general. The goal is to promote Goa's Maritime interests and foster a sense of camaraderie among like-minded maritime professionals. 1. To have close association and interaction with Shipping Ministry ( National and International ), DG shipping India, Mercantile Marine Department (MMD), Mormugao Port Authority (MPA), River Navigation Department Goa, Captain Of Ports Goa and various Maritime Boards in India and all Maritime Authorities. 2. Association intends to create awareness and highlight role of sailing and non-sailing maritime officers and engineers in nation building by serving and protecting maritime assets and maritime environment.

GMOA Article on Navhind Times

7 September 2023 meeting was attended by CE Larson, Capt. Ruben and Capt. Jerson, following points were discussed:

1) Maritime club premises were identified. Also there is 70-30% investment plan. The DC will liaise with GMOA on the developments.
2) Also MPA land available to be taken on lease.
3) Cruise terminal development in progress
4) Possibilities for Master Mariners from Goa to be trained as Pilot, to work for MPA part time.
